Legal Question in Real Estate Law in California

my neighbor put a fence up two years ago. I told him that we couldn't help as just two months prior we bought the house. He installed it anyhow, roughly three feet taller than what was there. Two years later he demands I give him 1500.00. Since then, my wife and I have had a child and I still can't, and now two yrs later won't pay. What can I do?

Let him take it to Court and defend on the basis that you never agreed to contribute to the construction of the fence.
