My noisy neighbor turns on loud music,we tryed talking to her she doesnt listen,called police they didnt give her a ticket or confiscated her music player,what can we do?

You can file a nuisance law suit against them for being too loud and get a court ordered injunction against.

Yeah, about the only way to handle something like this is by injunction after a lawsuit for private nuisance. Filing lawsuits against neighbors can sometimes have unexpected bad results, especially from rowdies. Try to negotiate, including threatening the suit, before you actually file it. Then, be willing to settle out of court if you can get favorable terms.
