Legal Question in Real Estate Law in California

I owe about four years of taxes on my home. Would a loan modification help me avoid any problems with the bank in the future because of the taxes owed?

No. A loan modification is to renegotiate the terms of the loan with the bank if you're behind and cannot continue making mortgage payments on the same terms. It has nothing to do with property taxes that you fall behind on.
