Can a Plaintiff in Pro Per be awarded attorney's fees?

Not ordinarily. A few statutes have attorney-fee provisions written into them, and since I haven't read all these statutes, I can't say for sure that there isn't one or more out there that specifically calls for attorney fees for an in pro. per. prevailing party to collect either an amount equivalent to attorney fees or, alternatively, some sort of statutory penalty that has the effect of compensating the plaintiff (or defendant) for his/her time. It would be rare. Even attorneys who represent themselves cannot collect attorney fees.
