Power Getting Shut Off, RV Park

This is a two-topic question. Topic 1 - I live in an RV Park that was closed by the State, no evictions invloved, but no rent to be paid by law either. Anyhow, all the tenants received a 10 day notice to shut off due to lack of payment of bill. Do I have any recourse? Can the tenants pay partial bill and still keep power?

Topis 2 - A minor's mom was going to get a student loan for her daughter. Her credit was denied so the college, which was having financial problems, approved it in the minor's name. The school promptly went bankrupt and no teachers remianeed to teach, so the student read and completed assignments from the texts. Now, she has a demerit in her credit because of that loan. Is she financially obligated even though she was a minor at the time of the loan, and she wasn't supposed to be to borrower, but became so without her prior knowledge?

topic 1--we would need more facts here to further assist and/or guide you.

topic 2--anytime a minor is a party in a contract, the minor has the RIGHT to rescind the contract within a reasonable time AFTER legally reaching adult status. so, we would need to know more details on when the minor entered the contract and turned 18. thereafter, we can further assist or guide you on how to best defend this legal situation.
