Legal Question in Real Estate Law in California

I'm putting up a gate on our private road. My elderly mother likes to walk this road. She's almost been hit by kids on dirt bikes zipping through the private road (no trespassing signs posted). But some girl from water company told us we can't put up a gate because she doesn't want the water company employees to have to get out of their car and unlock gate. It has to be electric. I told her we aren't spending excessive money on an electric gate because someone working for a utility company won't get out of a car and unlock it. Sorry. She told me we couldn't put up gate. I'm putting it up. I see no law that says the gate must be electric. Just that I have to give certain utility, fire, etc..knox box and key.

You are correct unless there is something in the utility easement grant that says otherwise.
