Legal Question in Real Estate Law in California

I have a rental property that is leased to tenants that I am satisfied with. The city that the rental is located in has said that my tenants are a nuisance and they are requiring I evict the tenants. The tenants are young men of varying ethnicities, they sometimes have friends over, and generally act like young men. They pay their rent on time and keep us apprised of any maintenance issues that come up. I believe that the people at the city are harrassing and discriminating against my tenants because they don't ''fit into'' the suburban mold. The people at the city have threatened me with all sorts of things if I don't kick them out. My question is, can the city do this? Can they evict my tenants or force me to do so? It seems like it would be illegal. The house is in Pinole, CA.

Ask the city to advance all costs necessary to evict and ask them to indemnify you, in writing, for any damages, costs, claims, or liability, including attorney's fees, which may arise from your efforts to evict the tenants.

That should shut the city up.
