Can a Realtor serve on the HOA board if he is a resident of that complex.

As long as a person meets the qualifications to serve on the board as stated in the CC&Rs and/or the Bylaws and the Califoria codes, there profession has no impact on their ability to serve on an HOA board. Being a Realtor is no different than being an attorney, doctor, CPA or FedEx driver. If they met the criteria, they can serve.
