Rent Control in San Jose, CA

Can a landlord raise the rent of an apartment more than once a year if the tenant is renting under a lease? Also, I live in a 20 bedroom apartment. Can I bring in a room mate to share the rent without approval by the landlord or does the landlord have the right to force the second person to be on the lease as well? Thanks!

Unless your lease says otherwise, the rule is landlord must give you 60 days notice of increase if your increase is over !0%, and 30 days if under 10%.

I can't answer about the roommate without seeing the lease. Read your provisions carefully, but it is probable that you would need landlord's approval.
