How long does a landlord have to refund a deposit on a rental once the keys have been given back to him?

"Returning the keys" is not the triggering action; it's "vacating the premises." Then, the landlord has three weeks to place a closing statement in the mail, together with a refund of all deposited funds not applied to unpaid rent, tenant-responsibility repairs and cleaning, etc.
