Legal Question in Real Estate Law in California

I am renting a room in my home. The renter has his girlfriend staying more then 15 days a month. Even with a lease signed am I able to raise the rent since there is now 2 people in his room using twice water electricity...etc???

No, but if the lease is well written it forbids such activity. You might be able to treat it as a breach of the lease.
