my security deposit not returned.

i rented a room for a month. i put a 250.00 sec. deposit when i moved in. i signed an agreement. part of the agreement stated no smoking, no drinking and no overnight guests. i stayed for 1 month and moved out. i asked for my deposit back and the owner said she is not returning it because she found a beer in my room(an undrank beer). can she keep my deposit lawfully.

No, this is ridiculous. Tell her she can be liable for statutory damages of up to double your actual damages in addition to your actual damages for bad-faith failure to refund a security deposit. Cite Civil Code section 1950.5(l). (That's the small letter l, not a number 1, in the parentheses).
