Tenants rights in paying water

My daughters are renting an apartment. They have been notified that effective the 1st of July they will be resposible for the water bill in their apt. They live in a large complex (approx 250 units). I was under the assumption that the landlord (apt owner) was responsible for the payment of water in an apartment rental. This is a complex comprised of mostly lower income families. Is this legal? Does the fact that they live in Riverside Co. make a difference? Thank you for your time.
