What type of "power of attorney" form do me & my spouse need to authorize an agent to attend to our financial affairs (property, insurance) while we are out of the country? We live in California & we want to POA to be for a specific time period.

A power of attorney can be custom tailored so that an agent only has authority to manage specific types of property for specific time periods. You have the option of using the Uniform Statutory Form Power of Attorney under California Probate Code Section 4401, or having an attorney draft a power of attorney for your specific situation. The Uniform Statutory Form Power of Attorney is a "check the box" form, in which you can indicate the areas where your agent should have authority. You can also indicate if the power should expire. If you would rather provide specific instructions or limitations for the agent, your best bet would be to have an attorney-drafted form.
