Legal Question in Real Estate Law in California

I won a big lawsuit in the city of Long Beach ,ca . And i thought the property that the lawsuit stemmed from was included in the lawsuit. As of the past couple of months i have found out that the property is still owned by the perpetrator i have been paying maintenance dues to for years is still owned by him. Do i have grounds for a suit of some sorts? There is more to this if it Ever would go to court, the city would be embaressed .
