Legal Question in Real Estate Law in California

Yesterday I received a bill from the City of L.A. for a drive-by inspec. of my trees. I already have an appt. w/ my tree trimmers scheduled for later this week. So far this yr. I've paid $3000--will pay another $1000 this week to finish. My tree trimmer, who used to work for the Fire Dept. in this area, was surprised a BILL was the 1st communique from the City--- He said if there was truly a problem I would've received a letter from the Fire dept. FIRST. Coincidentally, I've scheduled the trees done in a couple days ANYWAY-- can I then prove to the City thru pix, receipts, that the work's done and avoid paying this fee? I strongly suspect this has been a retaliatory effort by my "neighbors" who car recently blocked my driveway for so many hours I had to have them ticketed. Please help. Thank you so much.
