Legal Question in Tax Law in California

Charity/Donor Rights/I.R.S Laws

Does a donor to a charity have right to request refund of monetary donation if donor suspects fraud (donation not being used as intended and charity agreed upon)? I need IRS or other law to cite in letter to charity.
