Legal Question in Tax Law in California

irs send tax refund to other!
I owe a debt to the department of education. The IRS may send my tax refund to the department of education; and this I can understand, but don't know anything how this happens?
However, the department of education hired an collection agency,which wants $100's of dollars before even start paying off the department of education of what I owe. How I now or help legal help in paying off the department of education, without paying this collection agency which hadn't loaned me a dime. How do fight against irs in sending my tax refund to someone else? Although the debt don't even seem to be reduct!
