Compliance with the ''Do Not Call /Fax'' Regulation in the US

We are a foreign-based consulting firm and are considering to launch an marketing campaign via fax from outside the US (in this case the UK) to small and meduim-sized, US-based companies offering our services. Since we are not a US-based company and since we are faxing from outside of the US to US-based companies I was wondering if we would be prohibited from doing so or not. Yes, this would be prohibited under the act.

Here is the text of the Regulation which makes clear that it applies to foreign based businesses.

"It shall be unlawful for any person within the United States, or any person outside the United States if the recipient is within the United States--"
