Recording Telephone Calls

What governs the law on recording inbound calls on tribal land - Federal or State? If we were to record guest conversations what law would we follow? and Would we need to give notice of the recording. We reside in CA

In California, recording of a telephone call requires consent of all parties to the call. It is a CRIME to record without this consent.

It's possible that tribal sovereignty would override this law, but the best practice is to obtain consent by advising callers that they're being recorded.
