If your car has been impounded for unpaid parking tickets{8],

Is it possible to get a hardship reduction in the amount of

Penalty fees charged ?{approximately, 700 of the 1150 charged is in late fees}

I am unemployed and cannot pay the full amount.

That is something you must ask the towing company as it charges the fees. They will probably say no, especially if they think they can sell your car for more than what they have charged.
