Legal Question in Traffic Law in California

The City that I just moved to, sells a nightly parking pass ($3) but for it to be valid, you must fill in the VIN on the pass and place on your dashboard. If you do not fill in the space, they will give you a ticket.(same amount as if you did not buy the parking permit)

Can they sell you a non-valid parking pass?

Welcome to the Foothills, where you can't park in front of your own house overnight. The parking pass is conditionally valid, the condition being that you fill in your VIN to prevent scams.
