Legal Question in Traffic Law in California

The other day, I parked my car in a pay station metered parking spot for a couple of minutes in San Fransico. I did not know it was metered parking spot and I was in my car. Then I saw a parking inspector walking from back of my car to the front of my car. We watched each other. Then he left without leaving any ticket. But more than three weeks later, I got a bill from mail. I would like to know if the ticket is valid or not. In fact I never saw the ticket. I thought since the inspector did not gave me a ticket at that time, it was over. Thanks.

I don't know whether the ticket was valid - you didn't even mention what it was for. If you don't think it is valid, you should be able to deny guilt and request a hearing. You can try to get a lawyer, or go down there and present your information. The instructions might be on the back of the ticket. Or check the website, call or go down there.
