Legal Question in Traffic Law in California

I was driving straight on a narrow road. There was traffic and I slowed to 20 mph. A cyclist came from behind and started to ride along side me almost touching my car. I got scared and slammed on my brakes. My car stopped. He continued forward clipping my passenger side mirror and falling. The cyclist claims he was going straight and I started to turn right onto the intersection. This was the conclusion of the traffic report. My insurance goes up 600/yr. I am not cited, no ticket and the record shows accident but not fault. I can prove this case but is it worth fighting it? I am upset.
