what is the interpertation of vc 27315 d? I recieved the ticket for not wearing it properly (not under my are but rather not sitting high enough on my chest.

I would fight this. Go to the library or nolo.com and get the book, Fight Your Ticket. I bet that if you set the case for trial, the cop won't show up.
