Legal Question in Traffic Law in California

Hello, this is my question; my drivers license has been suspended almost a year now because I was driving on the freeway and holding my telephone not even using it however, I got a ticket I was also driving without insurance I had a failure to appear went to court to explain I had lost my job ect. ect. my amount due $1330.00 we set up a payment plan which I wasn't able to follow because I was unemployed. All of the above is completly my fault and I am trying to get my license back so I can leagally drive my car and get a job. I tried to go back to see the judge and possibly do some type of community service whatever i can to get my license back! But they refused to allow me to see a judge and gave me only one option to obtain my license I would have to pay $1330.00 period please tell me there is something else I can do to get my license back either while I pay it back or to help me pay it off???? Help!!!

Once a traffic case results in a suspension for failure to pay, the balance must be paid and that failure to pay cleared before the DMV will release your license. You can always ask to convert most of the fines to community service if that will help get it cleared up.
