Legal Question in Traffic Law in California

I went to renew my CA drivers lic. yesterday only to find out there was a hold on it from Lake Havasue AZ. This is the first instance and has never happened before. I made calls to the numbers provided and was informed that I had 4 outstanding traffic violations from 06/16/1992. This is around the time that I moved there. I lived there for about a year and a half before returning to CA. The tickets I vaguely remember. All pertained to my CA status as I had only been there a week or so and was stooped due to my CA plates it was a very clear case of prejudice by an AZ cop. I made the mistake of telling him I lived there and he then wrote me up for not having AZ lic, reg, insurance and threw in a complementary speeding ticket. I wasn't speeding, as he was only 4 feet off my rear bumper at the time it was impossible to not have known he was there. I remember telling him that I was just waiting for my first paycheck from my new job and I was going to change every thing over. Seeing how my CA docs where still valid I didn't see the need to ticket me. I did take care of those things and vaguely remember going to court as well. So this suddenly appearing out of no where was quite a surprise. I know the states are broke and looking for money where ever they can find it but extorting it out of me by putting a hold on my CA lic 19 years after the fact is a little bit ridiculous if you ask me. So my question is, are there any laws pertaining to a statute of limitations on this and what recourse do I have short of going out there and fighting it in person. I'm yet to get a live person on the line at the court to discuss the matter and haven't a clue as to what the dollar amount is yet. Any amount is more than I can afford at the moment as they are not the only ones who are broke right now. I need my CA lic renewed immediately as it is expired. Any suggestions would be appreciated. I left a message on the court voice mail and expect to here from them soon.
