Seat Belt infraction

I pulled up to a stop sign where a police officer was parked at the side of the road.

While stopped, I unbuckled my seat belt and leaned over to roll up the passenger side window. When I sat back up, I re-buckled my belt.

The police officer saw me re-buckling my belt and thought I was just buckling it for the first time. He gave me a ticket, saying I was too late getting the belt buckled.

Can I plead not guilty and explain?

Will the court accept this explanation?
