why would an attorney charge me an upfront fee for a conservatorship instead of charging the conservator?

What is your role in the case? Are you applying to be the Conservator? If you are appointed your fees could be reimbursed by the Conservatorship Estate in some cases. Without more information about your case it is harder to be more specific.
