Of course you should make sure he got your communication. Email, fax, mail, call. Do at least two, if not three, of those things. Some people just email but of course emails go to spam so not email gets delivered. Assuming you have done all that I would tell the attorney that you are going to report him to the State Bar. I would imagine he might get that signed substitution form back to you a little quicker. I encourage you to consider getting a new attorney.
