Built an apartment on my property for my mother.

She paid for the structure. How can I keep siblings

From suing for the value of the structure in the event of my

Mothers passing?

You might think about having your mother gift you the structure now in exchange for giving her a life estate in the apartment, if she's willing to do so. If not, you might consider buying out her interest at an agreed price and still giving her a life tenancy for nominal or no rent. (Of course, make sure the property was constructed with all necessary permits, so that at least that won't become an issue.)
