Does a CA legal will have to be prepared by a currently licensed/registered lawyer?

No. You can make a legal will by hand writing it yourself and dating and signing it at the end (holographic will- no witnesses required) or typing it and signing it with two witnesses. There is also a CA statutory Will form which you can access on-line: http://www.calbar.ca.gov/calbar/pdfs/publications/Will-Form.pdf. However, unless your estate is small and very simple (no real property, no minor children, assets under $100,000) it is advisable to consult an attorney.
