Why would it cost $435.00, to file a petition to close the Estate, which will drag on until 2016, if not closed?

The courts set the filing fees. It's possible to obtain a fee waiver but you have to provided proof that you are more or less impoverished. Please also note that the filing fee varies from county to county.
