on the day of my dad passing my brother and sister law immediately went through all his belonging and took items against family wishes

You do not ask a question. What they did was improper and they should be told to return the items. They probably will not do so. If the estate will be probated, the adimistrator, upon proof of the value of the property should order them to return it or reduce their share by the value of the property taken.
