Executor of Estate Brother

My friend was manager for 46 years of a family run store until her mother passed away in November. Her brother cut off her pay and told her whe worked for the estate and would not be able to receive payment until probate was done that now she was 1/4 owner of the store. She had lived in her mothers home for most of the 46 years and was told to vacate 10 days after her mothers death. She also had been caretaker of her mother six months a year while the other sister had her the other six months. The brother (executor) changed the locks on the business in which she is a quarter owner and told her if she needed to get in the store she would need to go through him. She still had personal items in the store. As executor does he have the right to lock her out of the family home and business in which she is a1/4 owner? I feel that he is biased against her.
