My Father passed away in 1988 My mother still has stock that has my father and my name on them. Can she sell it or does it belong to me?

Unless the stock has a provision that upon the death of one holder the rest of the stock goes to the survivor [which is what joint tenancy with the right of survivorship provided], your father's shares should have gone into his estate, where they all would have gone to your mother.
