I'm a Filipino citizen now residing in USA, can I give general power of attorney to a relative who is a US Citizen with regards to my Philippine property?

Yes. However, have the document notarized; you may also want to consult the Philipine consulate as to any additional requirements needed to make the effective in the Philipines, if any.
