my friend left me all her horses in her will but her husband says that hes keeping a few for his grand daughter, can he do that

Not as to the horses that were her private property, but if any were community property he owned half and her Will can not control that half interest.

The horses are considered to be personal property and, if owned exclusively by your now-deceased friend, can be disposed of by her will.

If the husband had no ownership interest in the horses (i.e., no community property or other interests) then the horses should go where your friend wanted.

You should obtain a copy of the will and discuss options with a local attorney.
