Do I have the legal right to my late brother's retirement income if his spouse or partner, who were the designated beneficiaries. are no longer in the picture?

If by "no longer in the picture," you mean dead, and there are no other designated beneficiaries, your brother's estate is probably the beneficiary by default. If your brother had no will, children or living parents, it is possible that you (and other siblings if any, and their children, if siblings deceased) are your brother's heir.
