Legal Question in Wills and Trusts in California

Mom died last Feb. My sister was given a copy of her living trust in California. It had a no contest clause. I am executor. My sister hired an attorney and wanted 10 years of her bank statements which I sent to her attorney back in July. He no longer represents her. My attorney sent her an email. No response. How long can she keep this up? Legally, what can I do to close this out? She knows the amount waiting for her. Can I just end this by sending her the money?
