my mother past away with a written and notarized will-are we obligated to pay her misc bills

If an estate is opened, the executor will pay the bills from the estate. Nobody is personally liable for those bills.

The bills are payable by the estate, not the heirs. If ther are funds to pay at least part of the bills you can call the creditor and see if they will reduce the bills down to what you feel is a reasonable level. If they are not, then they have to file a claim with the estate; to avoid that they will lower the bills
