Mother's trust says her house has to sell at the end of three years after the date of her death.

That would depend on whether or not any of the beneficiaries want to force a sale. If there is no one to protest the failure to sell the property, then even though it is a technical violation of the trust instrument, there would be no repercussions. Of course if I were the trustee, I would not want to risk the beneficiaries changing their minds down the road, for example if real estate prices went even lower. So I would sell it for whatever I could get for it after three years.
