can we pay my brothers bills after he dies?

You can, and be reimbursed later from his estate, but if there's not enough money to reimburse you, you may have a problem. Also, if his estate doesn't have enough money to pay all the creditors, it is divided among them--other family members are not required to pay off his debts.
