Can a proof of service document be served by a person whom is a relative of the documents creator or representative

It's not only the proof of service that needs to be served but the document created to which the proof of service is attached. If it's a summons and complaint, or in small claims a plaintiff's claim, then those need to be served and the relative or friend may serve them, as long as that person is not a party to the lawsuit.
