What does it mean when a proposed administrator files an ex parte application (other and supporting documents) Ex parte petition to extend letters?

Sounds like the administrator is requesting an extension to time for his authority to act on behalf of the estate, ie, a real estate sale escrow not closing in the time period expected, which may go beyond his time authority to act by the terms of the Letters issued previously by the court.
