Can you tell me what the protocol is for filing a legal notice in the local paper regarding contesting the sale of a house?

I don't know of any such procedure. What are you trying to accomplish? And why do you feel you have a right to contest the sale? Are you an owner?

If you want to contest the sale of property that is in probate, you file with the court, rather than publish.
