Legal Question in Wills and Trusts in California

Are public Defenders just for criminal cases? I have a civil defense litigation case (Breech of Contract) in Placer County CA that several lawyers have told me that it will take about $65 - $100,000 to try. I don't have that kind of money. I am not an Attorney, at this point I just want a body to help with a possible summary judgment (no hearing date yet). Legal aid is no help, they cannot dispense legal advise and they will only help to fill out paperwork for you.They will not do interrogatories. I have a strong case of Fraud, Forgery etc with strong evidence. Do you have any suggestions on who or what dept I might try to get legal help? I'm not asking for pro bono, i just can't pay, in full, a retainer fee. I would need to make payments.
