I am resident of USA ( I am English) Have a Trust that I wanted my sister living in England to be trustee. Have been told I can't but can't find out why.

The reason is that under US tax law, if the trustee of a trust is neither a US Citizen nor a US Resident, then the trust is treated as a Foreign Trust.
