Legal Question in Wills and Trusts in California

Special Needs Trust Fund

The beneficiary mother passed away on Aug 2006 and a special needs trust fund was set up for the beneficary. The trustee is not responding to letters being sent to her requesting information about the trust. The beneficiary is requesting that the trustee buy her things using trust fund money. I believe the trustee is in breach of contract. The beneficiary is 50 years old and she starting to get sick behind this, she believes that she should get what her mother left her. Her other brothers and sisters received their portion she would like to enjoy hers as well. Her mother left her sister as the trustee and she's not providing a better quality of life as the instrument states. Whats the first thing i should do when the trustee says that's why she gets social security, that's enough for her and thats it. This is her own sister that is treating her this way. I'm her caregiver and she lives with me, what should we do next. who do we contact, it's been since Aug 2006, the beneficiary has requested to know how much is in the trust fund and the trustee won't respond. Please advise....
