fraud by doctor
wife treated by TCM doctor for depression. Doctor get's loan for 20,000 from her. Not paying loan. Loan not used for intended purpose. Fraud? chargable offence?

You should bring this to the attention of the provincial college of physicians and surgeons. Borrowing money from patients is probably a violation of the professional ethics.
